Flashers have to be some of the easiest crooks to find. After all a flasher doesn't hide. The flasher is running around baring all for the world to see, even if we don't want to see it!
The only problem I can see with arresting a flasher is then you have to find something to cover the offending member of society. I bet that chain they put around prisoners waists could be a lawsuit waiting to happen. I mean come on, it could hang down and catch an errant loose body part and cause great bodily harm.
Many years ago a friend of mine was flashed and turned the tables on the little pecker. She told him that if that was all he had she wouldn't be flashing it around in public.
